Human Rights Commission of the Maldives, invites applications for the post of a local or international Consultant to carry out an external evaluation of the Support to Human Rights Commission of the Maldives (HRCM) Project

 

Description:

The “Support to the Human Rights Commission of the Maldives Project” is a three year joint project supported by the UN and executed under National Execution by the Human Rights Commission of the Maldives. The project contributes to the strategic plan of the HRCM. The term of the project will end on the 31st of December 2009 and this evaluation would assess the performance of the project in terms of its target objectives.

 

Description of work responsibilities:

In close collaboration with HRCM and UNDP, and liaising with the Project Manager, the consultant is expected to evaluate the performance of the Support to HRCM Project.

 

This is to be conducted through:

A 3 day distance consultancy in which the consultant would be:

  • Reviewing supporting literature and developing and presenting an evaluation methodology for approval

A 5 day in-house consultancy in which the consultant would:

  • Review literature and conduct meetings and interviews with Members and relevant staff of HRCM, UN agencies and other identified stakeholders
  • Review and evaluate selected project activities
  • Analyse data and outline structure of the evaluation report
  • Presentation and briefing of the preliminary results for feedback from stakeholders

A 3 day distance consultancy in which the consultant would be:

  • Incorporating amendments and submission of final report

 

Qualification/Requirements:

  • Graduate level education in Management, Social Sciences or related field
  • Extensive experience in conducting project evaluations and preparation of reports with strategic recommendations.
  • Extensive experience in working in the field of human rights advocacy and awareness, and experience in implementing and monitoring projects.
  • Fluency in spoken and written English, and competency in report writing
  • For international consultants, knowledge and understanding of the Maldivian cultural, social, and Political context would be advantageous.

 

The duration of the consultation would be for 11 days in the month of October. All interested parties should send in their application and supporting documentation, including a quotation for their technical assistance for the consultancy, before the 28th of September 2009. The successful candidate would be provided a consultancy fee, and for international consultants a Daily Subsistence Allowance and return economy airfare via the most direct route.
